Selling land or property in Poole

We buy land and property right across Poole, from Ashley Cross and Oakdale to sites with harbour views. Planning is decided by BCP Council. As well as the heathland zones, some new homes in the Poole Harbour catchment must show they won't add nitrogen to the harbour, which affects cost and timing on certain sites.

The local plan

BCP Council is preparing a new local plan for the whole Bournemouth, Christchurch and Poole area, covering 2029 to 2044, under the government's new plan-making system. Its 'plan content and evidence' consultation runs from 9 November to 21 December 2026, with submission planned for August 2028 and adoption indicated for April 2029.

Until then, applications are decided using the existing local plans for each former borough (for example the Poole Local Plan 2018 and the Christchurch and East Dorset Core Strategy 2014) together with the National Planning Policy Framework, which was updated in August 2026. Since 31 October 2026 most householder and minor applications are decided by council officers rather than a committee.

Dorset heathlands: the 400 m and 5 km zones

Much of the area sits close to protected heathland. Under the Dorset Heathlands Planning Framework 2020–2025, agreed by BCP and Dorset councils, residential development within 400 metres of the heaths is strictly controlled, and in practice new homes there are rarely allowed. Between 400 metres and 5 kilometres, new homes pay towards mitigation: heathland projects funded through the Community Infrastructure Levy, and a per-home access management contribution secured by a planning obligation.

For a garden plot or small site, this is one of the first things we check: a site inside 400 metres is very unlikely to get permission for a new home, while one further out can usually go ahead with the standard contributions.

Poole Harbour nitrogen

Poole Harbour is protected for its wildlife, and excess nitrogen is a problem for it, so new homes and other overnight accommodation draining to the harbour's catchment have to be 'nitrogen neutral'. Since 30 November 2025 BCP no longer funds this through the Community Infrastructure Levy: applications need a nutrient neutrality statement using Natural England's calculator, and from 1 August 2026 every qualifying application must mitigate by buying nutrient credits. Only part of BCP's area drains to the harbour.

Conservation areas and flood risk

Poole has a number of conservation areas, including Branksome Park and Chine Gardens, Canford Cliffs Village and The Avenue, where design and trees get extra scrutiny. Branksome Park also has an Article 4 Direction, so new gates, walls and fences on road frontages need planning permission. Low-lying land near the harbour is covered by BCP's more detailed Level 2 flood risk assessment for Poole, and we check the flood map for every site.

Selling in Poole: common questions

Does nitrogen neutrality affect my site in Poole?

Only if the new homes drain to the Poole Harbour catchment, which covers part of the area. If it applies, the scheme must buy nutrient credits. We factor this into our assessment and offer.

Who decides planning applications in Poole?

BCP Council, which replaced the Borough of Poole in April 2019.

Do you buy tenanted houses in Poole?
